DCS was awarded an AMCOM EXPRESS Blanket Purchase Agreement (BPA) on April 28, 2009 as a Prime Contractor/Team Leader within the Technical Domain. This ID/IQ BPA covers a wide array of engineering and technical services required at the U.S. Army Aviation & Missile Life Cycle Management Command; including potential customers in PEO Aviation, PEO Missiles & Space, the associated Research, Development and Engineering Center (AMRDEC), and other agencies as approved by the Army Contracting Command at Redstone Arsenal, AL.

The contract statement of work covers 27 functional specialty areas for the complete life-cycle support of U.S. Army Aviation and Missile systems. These include: aeromechanics; guidance systems; environmental/safety; airworthiness qualification/release; electronics, avionics, visionics and survivability equipment; image, seismic, acoustic, magnetic and signal processing; industrial operations and production engineering; navigation and control; infrared, optics and laser technology; manufacturing science technology; propulsion systems technology; radio frequency technology; software and systems engineering; structures and materials science; systems simulation and modeling; technical data management; test and evaluation; and warheads/ weapons science.

Supported systems include: developmental and fielded rotary / fixed wing aviation platforms, unmanned aircraft systems, tactical missile / rocket systems, and the associated command & control, ground support and survivability equipment used by the U.S. Army and its international customers (via foreign military sales programs). Task Orders are awarded on a competitive basis for up to a five-year period of performance.

Under EAGLE II, DCS will provide Independent Test, Validation, Verification, and Evaluation (IV&V) support to the Department of Homeland Security’s (DHS) Information Technology Acquisition Center (ITAC). Under the contract, DCS will ensure that all IT products and services meet DHS standards and perform to defined design, cost, schedule, and performance specifications and capabilities.


One Acquisition Solution for Integrated Services – Small Business (OASIS SB) is designed to address US Government Federal agencies’ needs for a full range of service requirements that integrate multiple professional service disciplines and ancillary services/products with the flexibility for all contract types and pricing at the task order level. These professional service requirements may call for solutions that cross over multiple disciplines, include ancillary support, and require commercial and/or non-commercial items.
