EAGLE II Overview

Under EAGLE II, DCS will provide Independent Test, Validation, Verification, and Evaluation (IV&V) support to the Department of Homeland Security’s (DHS) Information Technology Acquisition Center (ITAC). Under the contract, DCS will ensure that all IT products and services meet DHS standards and perform to defined design, cost, schedule, and performance specifications and capabilities.

Functional Capabilities

The DCS team maintains functional capabilities which span the full range of independent test, validation, verification, and evaluation solutions provided under EAGLS II, Functional Category 3. IV&V and T&E services provided to DHS and DoD customers include support for both systems and products as well as cyber security requirements throughout the system engineering lifecycle.

Relevant functional capabilities include:

  • Quality assessments including System/Software Quality Assurance (QA) and Configuration Management (CM)
  • V&V to support system security compliance including assessing compliance with National, Agency and Cyber Security standards and processes, systems security practices, policies and procedures
  • Security test and evaluation
  • Requirements analysis and management
  • Risk assessment and management services relative to technical, cyber security and program management documentation and practices to verify and validate compliance with project, process and performance standards.

Advanced Systems Technology and Management (AdSTM) is a WOSB that provides IT and T&E services to the OSD Joint Test and Evaluation Program Office, Defense Threat Reduction Agency, and Naval Air Systems Command.  They bring extensive experience and capability in the areas of Independent T&E, IV&V, and Systems Security IV&V, including employment of solutions and standards such as: Vulnerability Management System, implementation of DIACAP, Computer Network Defense, DISA Security Technical Implementation Guides, Host Based Security System, Secure Configuration Compliance Validation Initiative, and Secure Configuration Remediation Initiative.

Ascella Technologies is an 8(a) certified, Small Disadvantaged Business that has successfully delivered IT program management, technical consulting, software development and business process support to Federal clients for over ten years. Their customers include the DHS Customs and Border Protection Agency, Department of the Interior National Business Center, and the Patent and Trademark Office. U.S. Coast Guard C3CEN IV&V

The US Coast Guard Command, Control and Communications (C3) Center awarded a Task Order entitled IV&V and T&E for Coast Guard Electronic navigation, RADAR and Navigation Sensor Systems and Electronic Chart Products on September 8, 2014. One Acquisition Solution for Integrated Services – Small Business (OASIS SB) is designed to address US Government Federal agencies’ needs for a full range of service requirements that integrate multiple professional service disciplines and ancillary services/products with the flexibility for all contract types and pricing at the task order level. These professional service requirements may call for solutions that cross over multiple disciplines, include ancillary support, and require commercial and/or non-commercial items.

SeaPort Enhanced

The U.S. Navy has awarded DCS Corp a five-year indefinite-delivery/indefinite-quantity contract to provide support services for all phases of naval ship and shipboard weapon systems acquisition and life-cycle support to the Naval Sea Systems Command, Navy Program Executive Offices and Navy Warfare Centers.
